Transaction & Build Lifecycle

Instead of building on every keystroke, file save events are grouped into transactions with adaptive cooldown timers.

File Saves → Chokidar Watcher → Transaction (Cooldown)
Transaction Closed → Engineering Compiler AST Scan
Write Build #N to SQLite Index (.devmemory/index.db)
